I think you need the flash application to edit it.... that is the way we do it.

Send it to me. I have Flash MX and am putting on the finishing touches for a new banner on my company's site. I took a course in it at UT a couple of years ago when I was finishing my business degree and I am just now getting back into it. If it is complicated with a bunch of action scripting, I can get someone at BGSU to help. My daughter attends there and is a graphic arts major.
